De Europese Commissie heeft een nieuwe uitgave gepubliceerd van het <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/news\/commission-releases-2016-european-digital-progress-report-unequal-progress-towards-digital\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline;\"><em>European Digital Progress Report<\/em><\/span><\/a>, met daarin de vooruitgang die elk land boekt in de digitale gemeenschappelijke markt. Elk land krijgt een score op vijf deelgebieden:<\/p>\n<ul>\n<li>connectiviteit;<\/li>\n<li>digitale vaardigheden;<\/li>\n<li>internetgebruik;<\/li>\n<li>ICT-integratie in het bedrijfsleven en digitale overheid.<\/li>\n<\/ul>\n<h2>Tweede plek<\/h2>\n<p>Nederland staat op de tweede plek in de index, na Denemarken. Zweden, Finland en Belgi\u00eb maken de top 5 vol. De Europese Commissie stelt dat er grote verschillen zijn tussen de lidstaten, vooral waar het gaat om de breedbanddoelen. Next-generation netwerken (30 Mbps of sneller) bereiken 71 procent van alle Europese huishoudens, toch heeft maar 22 procent van de huishoudens een 30 Mbps-of-meer aansluiting. 8 procent heeft 100 megabit of meer. Van de Europese consumenten is 16 procent nog nooit online gegaan, waarbij Bulgarije en Roemeni\u00eb het slechtst scoren.<\/p>\n<h2>Online kopen<\/h2>\n<p>Van de bedrijven in de EU verkoopt 16,7 procent online en dat is een groei van 3,5 procentpunt in vijf jaar. Van alle Europese consumenten koopt 16 procent online over de grens. De Europese Commissie werkt aan voorstellen om de landsgrenzen online beter passeerbaar te maken, onder meer door de belastingverschillen te verkleinen en de tarieven voor pakketvracht te reguleren.<\/p>\n<p>Op het gebied van digitale overheid constateert de Commissie dat er steeds meer en geavanceerde diensten beschikbaar komen, maar dat het een uitdaging is om de 52 procent van de Europese burgers over te halen die nog steeds een voorkeur heeft voor offline dan wel persoonlijk contact.<\/p>\n<p><em>Nederland ICT verwelkomt de rapportage en prijst de Nederlandse infrastructuur en netwerken, die tot de Europese top behoren. Ruimte voor verbetering wordt gezocht in mobiele connectiviteit (zoals videocalls) en ook in opleiding en ICT-vaardigheden van de Nederlandse (beroeps-)bevolking. Daarnaast laat het MKB nog kansen liggen, stellen de aanbieders verenigd in Nederland ICT.<\/em><\/p>\n<h4><em>Use of Internet by citizens and business<\/em><\/h4>\n<ul>\n<li><em>The progress in online sales by European companies is slow. 16.7% of them sell online, an increase of only 3.5 percentage points over five years. Large companies are more active with 38% of them selling online, a gain of 7% points over the last five years. This indicates that the gap between SMEs and large companies&#8217; use of eCommerce is increasing.<\/em><\/li>\n<li><em>Only 7.5% of European SMEs sell online to other Member states, an increase of 1 percentage point since 2013. At the same time 23% of large enterprises do so.<\/em><\/li>\n<li><em>The percentage of European citizens ordering goods and services online has gradually increased to 53% (up 13 percentage points over the last five years), but only 16% engage in cross-border eCommerce.<\/em><\/li>\n<li><em>Amongst people who did not buy anything online within the last year, most said that they preferred to shop in person. The next most common reasons given were payment security concerns (27%) and trust concerns about receiving or returning goods, complaint\/redress concerns (19%). 18% reported a lack of the necessary skills.<\/em><\/li>\n<li><em>EU digital citizens are not always able to protect themselves, their data and their privacy online. 35% of European internet users don&#8217;t&#8217; know cookies \u00a0can be used to trace people&#8217;s online movements, although cookies are largely used by almost all web-services for different purposes (i.e. targeted advertising or data collection). Additionally, security concerns continue to keep 1 out of 5 internet users away from online transactions (e-commerce and e-banking).<\/em><\/li>\n<\/ul>\n<h4><em>Digital Public Services<\/em><\/h4>\n<ul>\n<li><em>eGovernment services are becoming increasingly sophisticated. The challenge now is to bring the 52% of citizens who still prefer an offline interaction with public authorities to the digital word.<\/em><\/li>\n<li><em>The country reports show some good practices in different Member States: eID systems in Italy and Hungary; Open data portals in Austria; collaborative eGovernment in Belgium and Romania and cloud solutions for eGovernment in Slovakia.<\/em><\/li>\n<\/ul>\n<h4><em>ICT sector, R&amp;D and Horizon 2020<\/em><\/h4>\n<ul>\n<li><em>In its first two years of implementation, Horizon 2020 has allocated \u20ac 2.4 billion of Union funding to 850 projects in the field of ICT, attracting 3,312 organisations.<\/em><\/li>\n<li><em>Future Networks and Internet and the Cognitive systems and Robotics are the research areas that attract the highest number of participants and funding.<\/em><\/li>\n<li><em>In H2020 the enterprise sector shows an increased participation compared to FP7, representing 42% of participations and 38% of budget, with 21% of budget going to SMEs.<\/em><\/li>\n<li><em>In absolute terms, Germany and the United Kingdom are the biggest recipient of EU funding, but Greece and Slovenia are the countries with the highest funding in relation to the size of their ICT sector.<\/em><\/li>\n<\/ul>\n<h3><em>Background<\/em><\/h3>\n<p><em>Europe&#8217;s Digital Progress Report (EDPR) consists of:<\/em><\/p>\n<ul>\n<li><em>A set of &#8220;horizontal chapters&#8221;, analysing developments across countries in the five dimensions of the <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/desi\" target=\"_blank\" rel=\"noopener\">Digital Economy and Society Index (DESI) <\/a>but more in-depth and through more indicators, extending the analysis to progress in R&amp;D in ICT.<\/em><\/li>\n<li><em>A set of <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/news\/european-digital-progress-report-edpr-country-profiles\" target=\"_blank\" rel=\"noopener\">country reports<\/a>. These reports combine the quantitative evidence from (DESI) with country-specific policy insights, allowing to keep track of the progress made in terms of digitalisation by each Member State and providing an important feedback loop for policy-making at EU level. Annexed to the report there are 28 country factsheets regarding telecoms.<\/em><\/li>\n<li><em>For the first time the Commission compares Europe&#8217;s performance with its international competitors in <a href=\"https:\/\/ec.europa.eu\/digital-single-market\/news-redirect\/31514\" target=\"_blank\" rel=\"noopener\">I-DESI report<\/a>.
